2019 Annual Meeting Summary

Thank you to everyone who attended or turned in proxies for last week's annual meeting. To conduct business we needed to have 82 lots represented and we had 87! 

1. Treasurer's Report:
Budget: $127,150.48
Actual YTD: $72,005.47 
The repair of the roads accounts for $102,000 of our budget. We paid North American Paving half when roads were completed, and early this week we paid them the remaining balance once the pool lot was cleaned up of all machinery and road base that was removed during repairs.

2. Road Update:
Eric Noll presented those in attendance with the steps taken to choose a contractor for road repairs. Many bids were received before choosing North American Paving, a local Weatherford company. Road repairs are completed at this time. 

3. Board Nominations:
Treasurer - Charles Harris - unanimous
VP Seat 2 - Eric Noll and Brett Lehman nominated. Brett Lehman voted to the position.

4. City of Brock elections
Both mayoral candidates were unable to attend our meeting, so we did not have an open forum. Mayoral nominee Jay Hamilton and Commissioner nominees Ben Davis and Debbie Scrimshire were all in attendance and were available for questions after the meeting. CCR makes up a majority of the actual city limits for the City of Brock- early voting continues until November 2nd- we encourage everyone to get out and vote!

5. Halloween Party and Hay Ride
It was a fun night seeing so many neighbors! Thank you to everyone who brought goodies to share, volunteered use of their trailers, and to Brandon Pearson for hosting!

Special Meeting Notice 3/22/18



NOTICE OF SPECIAL MEETING OF THE
CANYON CREEK RANCH HOMEOWNER’S ASSOCIATION


The Canyon Creek Ranch Homeowner’s Association will hold a Special Meeting to be held on Thursday, March 22, 2018 at 7:00 p.m.  The location of the meeting will be the Brock Community Center, 2115 FM 1189, Brock, Texas 76087 (located directly south of Brock Baptist Church).  The purpose of the meeting will be to present the members of the association with a plan and proposal for a special road assessment for the years 2018 & 2019.   

On March 22, 2018 the Vote required will be a “Yes” or “No” vote by each member present or by proxy.  A "Yes" vote is a vote to approve the proposed special assessment.  A "No" vote is a vote against the proposed special assessment.  At least 51% of the Members of the Association must be present to vote in person or through their proxy, which must be in writing and delivered to the Secretary prior to the Meeting.  A Proxy Form is available upon request.

Please make every effort to attend the meeting or turn in your proxy form.

Brock and Brock West



City of Brock / Brock West update
We have been having joint Commissioner meetings on the 3rd Monday of each month starting at 6:00pm at the lecture hall at Brock High School. We meet with Brock West Commissioners because we have the same direction for both cities to proceed forword. Please come if you have a chance.
We have had 3 partials of property in the Canyon Creek Ranch HOA voluntarily annex their property into Brock. I was the first because even though we have a court settlement stating that Weatherford would not encroach to the West past Dennis Road, I have been in on all the negotiations and I wanted the protection of the City of Brock and Mrs. Hicks our attorney who can fight for me if for some reason our neighboring city decided otherwise. My voluntary annexation moved our Extra Territorial Jurisdiction (ETJ) East to the west barrow ditch of Dennis Road. It does not include the paved portion of the roadway. The other two properties that voluntarily annexed into Brock are both on Duncan Court. If you haven’t voluntarily annexed into Brock to protect your property and want to let Bill Cooper know 817-313-7233 and he will get you the document and explain it to you. It is only a form to fill out and attach the legal description of your property and sign it. It is then put on the agenda at a regular scheduled meeting and voted on by the commissioners and added into the city. This is strictly the land owner’s decision because you are in the ETJ but do not receive any city protections if you are not in any incorporated city limits or have any voting power for the city. All other homes in Canyon Creek Ranch including those 3 on Duncan Court, a portion of Country Place, Comanche Crossing and a portion of Canyon West are in the City of Brock.
Currently both cities commissioners have voted to present a petition to our residents to place on the May ballot a vote to conduct the voluntary merge of both cities into one which will be called Brock. This merge will allow us to apply for and be eligible for government funds such as grants etc. if needed, but mostly it is what we told everyone we would do back when we first started. We need 100 signatures on the petition to let the voters decide if we should merge with Brock West. As like anything we do, it is up to each of us to make the decision for Brock as a whole.
This merge also will require the same action by the citizens of Brock West. Both cities will have to put it on the ballots and both will require it to pass. I’m hopeful this happens. Both cities have the same goal for our citizens.
I truly believe it is the right thing to do for our community and hope you will support our effort to keep Brock – BROCK, Rural and a great place to live and a school district everyone is proud of.
This merge would link our area west to the area on 1189 including the Olive Branch community, Young Bend Estates, all the business areas along 1189 going into Brock West, (the area we all have considered Brock) from interstate including the school areas.
It would require that one of the 2 mayors vacate their position as well as adding 2 more commissioners, and I would hope to merge the commissioners into one council. The Secretary of State rules for this type of merger if voted by both cites to do, would bring the mayor and council of the city with the largest population to remain seated into the newly formed Brock Texas. I would anticipate that it would be the wishes of that board to bring those from the smallest city over since whoever that might be has a good working relationship on the tasks at hand. Our goal is still to operate from Franchise taxes and sales taxes, No Property Tax!
We have had dialog with Tri-County concerning franchise taxes which I have seen on my bill already which I for one am glad to see to help out with what few bills we have. It was only a couple of dollars but right now it all counts.
Both cities voted in the increase in sales tax bringing us up to the 8.25% like all the cities around us. If we had not claimed this increase being an official city, any city within our county could have claimed that increase if we had not. Great job by the people of Brock.
Everyone representing the two cities are volunteers except for our legal counsel Eggleston / King with Mrs. Sharron Hicks is our counsel. They have been very lenient with us knowing we do not have any revenue coming in, but know the people of Brock are worth fighting for. Our attorney has worked tirelessly for months defending the people of Brock, we could not have had any better support.
We currently have about $15,000.00 in debt that is including legal fees, (over a years’ worth of work), an outstanding debt with the elections department who apparently miss calculated the expense of our November election and a bill we have not received for our official boundary map which is required by law.  Once we start receiving our taxes we will be paying our debts and will be in good shape. We are still accepting donations at First Financial Bank under the account of Brock Development.
We will be doing an inter-local agreement with our County Commissioner, Mr. Larry Walden who will continue to assist us with what few roads we have. We will be paying for materials at a discounted rate from what a private person would pay a private company and with no equipment to buy. A great deal for us. All HOA’s will continue to keep up their own roads.
The City of Brock is very blessed to have the citizenry we have. It has been a tough battle to protect what is ours but everyone gathered together and made a bold statement, “Not in Brock”. I could not be prouder to have been a part of this as I know each of you are. Not many people can say they were part of incorporating a city. I also want to thank the staffs from both Comanche Crossing and Canyon Creek Ranch for all their help in distributing this to each of you. Thanks so much for all your help.

2017 Annual Meeting Summary

Thank you to all who attended the annual meeting last Tuesday.   There was lots of important information that was discussed.   We have drafted a meeting synopsis and e-mailed the power point presentation from the meeting.   
 
1.  County Extension Agent - Jay Kingston was present to discuss some of the services they provide, tree care, soil, well water testing etc.   He is a great resource available to all residents.  We have created a survey for everyone to answer in regards to Mr. Kingston’s presentation

2.  Treasurer's Report:

3.  Update on Incorporation- Bill Cooper
City of Brock is official, 2 city commissioners and a mayor, no property taxes, will merge Brock with Brock West via voluntary merge in May.  December 31 new law will go into effect to stop involuntary annexation.

5. ACC update:

7. ROAD UPDATE--
 
Where we were- In 2014 the roads were in disarray and terrible condition in desperate need of attention and repair.   The board put together a proposal for a special road assessment of $500 per year, per property owner for 4 years.   This assessment had a 3% contingency plan for inflation.   As we began repairing & repaving roads we quickly discovered that the sub-grade was in poorer condition than originally realized. This has resulted in unexpected costs for road repairs & bar ditch/ drainage work.  The original contractor increased his costs 20-25% each year over the last.  Year three of the road assessment we sought after & secured a new contractor at a better rate. The original proposed cost to complete the repaving was $353,000 year to date actual is $435,000 mostly due to increase in price, repairs and sealing.  Currently roads account for 80% of the annual budget.
 
Where we are- Since the road assessment the neighborhood has seen a significant increase in property values that no doubt can be attributed to the road improvements.   To date each homeowner has invested $2000 towards road improvements.  Since the start of the road improvements the average sales price has increased $84,000 and the average price per square foot has increased $22.   This is a 4,100% return on the $2000 investment.  
The neighborhood is now about 85-90% built out and we will see a significant decrease in construction. 
 
As you all know last year the HOA was an integral part in the incorporation of the City of Brock.  Effectively blocking the City of Weatherford's plans of annexation.   This is a HUGE savings to each property owner in CCR.   The average home is valued at $339,950 which would have resulted in an average cost of $1739 per year in city taxes. 
 
CCR dues have not increased from the $200 per acre since the HOA was formed in 2011. 
 
 
Where we are going-
The original paving solution was scheduled to be completed in 2018 with the paving of Canyon Creek Ct. (main road in) to Canyon Creek Dr. Presently we are lacking this as well as a portion of W. Canyon Creek and N. & S. Savage Creek. (80,000 square feet in total) There are 5 homes in the process of being built on Savage Creek alone.   This aided us in deciding the best way to proceed forward.  The HOA began to realize this year that in order to fully complete the roads and properly maintain them to preserve the long term we would need to reach out to the homeowners with a proposal to extend the special assessment for two more years.  This extension will allow us to complete repaving, sealing & maintenance of the roads and has a 25% contingency built in.   Without it, it will take up to ten years to complete the repaving and we will not be able to give the care and maintenance required to the existing roads.   The total assessment would be $1000 which would be less than 60% of what the average property owner would be paying for ONE year of city taxes had we not effectively blocked the city of Weatherford. 
 
We welcome all questions regarding this matter and plan on calling a special meeting some time early 2018 to vote.  We ask that you consider the enormous benefits that we have already received from the repaving of the roads and work with us to see it to completion.   A power point presentation has also been attached for your review.   Again, please do not hesitate to contact us with any questions you may have.

The annual meeting notice was mailed to each property owner on Friday, September 22, 2017 

Annual meetings are held once a year in the month of October. Board meetings are held the first Monday of each month at a designated location if you would like to attend please e-mail ccrhoa@yahoo.com for location information and time.

Incorporation, Annual Mtg, Halloween

INCORPORATION:
Most importantly vote FOR INCORPORATION on Nov. 8!  We need your help getting the word out to everyone eligible to vote in CCR.  
A couple ways to do this:
1. Buy a FOR INCORPORATION yard sign they are $15
2. Talk to your neighbors, make sure they know how important it is that they vote FOR INCORPORATION.  If you would like to help distribute flyers please text Rhonda 817-597-9235 your name and address so we can assign teams to canvas.  If we can have at least 2 volunteers per street that would be great.
3.  Buy a t-shirt to support FOR INCORPORATION.  They will be for sale at the 10/21 Varsity game for $20

ANNUAL MEETING:
Next Tuesday October 25 at the Brock Community Center at 7pm.  If are unable to attend PLEASE, PLEASE, PLEASE turn in your proxy to a board member, via email, or mail to PO box.  If you or someone you know is interested in serving on the board please let us know.

HALLOWEEN:
We are changing up the Halloween party this year and doing a traditional trick-or-treat. It will be on Friday, October 28th starting at 6:30.  Trick or Treating will be at all of the houses on E Canyon Creek Lane, Duncan Creek Ct. & Winding Creek.  Please do not drive past the pool unless you are on a golf cart or you live in that vicinity. We are trying to limit the number of motorized vehicles in the area to keep the kids safe. We will eat dinner at 607 Winding Creek Drive following trick or treating around 7:30.   Please use this link to sign up to bring something to share for dinner. 
At 8:30, we will take the big kids on a "spooky walk" down one of the cul-de-sacs.  Thank you so much for making Halloween a fun time for the neighborhood kids.

Clean Up / Board Meeting Notice

Clean up of the tree that was hit by Monday night's storm will be Saturday at 10 am, meet at the pool.  If you can come assist it would be greatly appreciated.
