Special Meeting Notice 3/22/18



NOTICE OF SPECIAL MEETING OF THE
CANYON CREEK RANCH HOMEOWNER’S ASSOCIATION


The Canyon Creek Ranch Homeowner’s Association will hold a Special Meeting to be held on Thursday, March 22, 2018 at 7:00 p.m.  The location of the meeting will be the Brock Community Center, 2115 FM 1189, Brock, Texas 76087 (located directly south of Brock Baptist Church).  The purpose of the meeting will be to present the members of the association with a plan and proposal for a special road assessment for the years 2018 & 2019.   

On March 22, 2018 the Vote required will be a “Yes” or “No” vote by each member present or by proxy.  A "Yes" vote is a vote to approve the proposed special assessment.  A "No" vote is a vote against the proposed special assessment.  At least 51% of the Members of the Association must be present to vote in person or through their proxy, which must be in writing and delivered to the Secretary prior to the Meeting.  A Proxy Form is available upon request.

Please make every effort to attend the meeting or turn in your proxy form.

2017 Annual Meeting Summary

Thank you to all who attended the annual meeting last Tuesday.   There was lots of important information that was discussed.   We have drafted a meeting synopsis and e-mailed the power point presentation from the meeting.   
 
1.  County Extension Agent - Jay Kingston was present to discuss some of the services they provide, tree care, soil, well water testing etc.   He is a great resource available to all residents.  We have created a survey for everyone to answer in regards to Mr. Kingston’s presentation

2.  Treasurer's Report:
Budget: $125,655, Actual YTD: $122,114
Repair & Maintenance of Roads $101,922 
Other items account for the remaining $20,000 detailed breakdown available upon request.
 
3.  Update on Incorporation- Bill Cooper
City of Brock is official, 2 city commissioners and a mayor, no property taxes, will merge Brock with Brock West via voluntary merge in May.  December 31 new law will go into effect to stop involuntary annexation.
 
4.  Trash: if you have not switched trash service to Ben Parker we highly encourage you to do so, this will aid in the preservation of the roads, reduce traffic and increase safety in the neighborhood.   Ben Parker's contact info: 254-897-3936 bensdisposal@gmail.com $18 per month flat rate
 
5. ACC update:
Since last annual meeting 9 new builds, 8 add ons, Neighborhood is 85-90% complete

7. ROAD UPDATE--
 
Where we were- In 2014 the roads were in disarray and terrible condition in desperate need of attention and repair.   The board put together a proposal for a special road assessment of $500 per year, per property owner for 4 years.   This assessment had a 3% contingency plan for inflation.   As we began repairing & repaving roads we quickly discovered that the sub-grade was in poorer condition than originally realized. This has resulted in unexpected costs for road repairs & bar ditch/ drainage work.  The original contractor increased his costs 20-25% each year over the last.  Year three of the road assessment we sought after & secured a new contractor at a better rate. The original proposed cost to complete the repaving was $353,000 year to date actual is $435,000 mostly due to increase in price, repairs and sealing.  Currently roads account for 80% of the annual budget.
 
Where we are- Since the road assessment the neighborhood has seen a significant increase in property values that no doubt can be attributed to the road improvements.   To date each homeowner has invested $2000 towards road improvements.  Since the start of the road improvements the average sales price has increased $84,000 and the average price per square foot has increased $22.   This is a 4,100% return on the $2000 investment.  
The neighborhood is now about 85-90% built out and we will see a significant decrease in construction. 
 
As you all know last year the HOA was an integral part in the incorporation of the City of Brock.  Effectively blocking the City of Weatherford's plans of annexation.   This is a HUGE savings to each property owner in CCR.   The average home is valued at $339,950 which would have resulted in an average cost of $1739 per year in city taxes. 
 
CCR dues have not increased from the $200 per acre since the HOA was formed in 2011. 
 
 
Where we are going-
The original paving solution was scheduled to be completed in 2018 with the paving of Canyon Creek Ct. (main road in) to Canyon Creek Dr. Presently we are lacking this as well as a portion of W. Canyon Creek and N. & S. Savage Creek. (80,000 square feet in total) There are 5 homes in the process of being built on Savage Creek alone.   This aided us in deciding the best way to proceed forward.  The HOA began to realize this year that in order to fully complete the roads and properly maintain them to preserve the long term we would need to reach out to the homeowners with a proposal to extend the special assessment for two more years.  This extension will allow us to complete repaving, sealing & maintenance of the roads and has a 25% contingency built in.   Without it, it will take up to ten years to complete the repaving and we will not be able to give the care and maintenance required to the existing roads.   The total assessment would be $1000 which would be less than 60% of what the average property owner would be paying for ONE year of city taxes had we not effectively blocked the city of Weatherford. 
 
We welcome all questions regarding this matter and plan on calling a special meeting some time early 2018 to vote.  We ask that you consider the enormous benefits that we have already received from the repaving of the roads and work with us to see it to completion.   A power point presentation has also been attached for your review.   Again, please do not hesitate to contact us with any questions you may have.

Special Assessment Due

The 2014 Special Assessment of $500 per property owner was due on July 1, 2014.  If you have not already paid your assessment please send your check to CCR HOA P.O. Box 432 Weatherford, TX 76086.   The repaving of Canyon Creek Circle will begin soon!

Special Assessment

First of all we would like to thank you all who attended the April 10th meeting in person or by proxy.  It was the best attendance that we have ever had at any meeting!   In order to have a quorum we must have 51% of the members present, there were 58% present. The voice of the community was heard loud and clear.  The vote was for a special road assessment of $500 per property owner, per year for 4 years.  In order for the special assessment to pass the meeting had to have at least 51% of the members present (quorum) and 75% of the members present had to vote in favor of the assessment.
The voting results are as follows:
58 voted yes
8 voted no
The special assessment passes by 87.87%

What's next?  The board will meet with Barclay Waddell to draw up the contract and schedule road construction.  Invoices will be sent to all members and will be due July 1, 2014.

$500 due July 1, 2014
$500 due July 1, 2015
$500 due July 1, 2016
$500 due July 1, 2017
